Hoarder clearance Paris 12th: define the flat and basement removals separately

The belongings visible in a flat do not establish the full volume of a clearance. A cellar or lock-up may require a separate assessment, its own removal permission and carrying by stairs or a ramp. Défi Clean describes these conditions before including the annex. Until the relevant agreement is obtained, the basement remains outside the accepted scope, even when clearance upstairs is authorised.

This service covers agreed sorting, dismantling and removal of belongings; it does not automatically include intensive cleaning of the surfaces uncovered. Before an annex is added, its contents and access are examined together. Quantity alone does not describe the work: the size of items, handling requirements and equipment needed below ground also determine the operations that can be proposed.

  • Separate flat and basement quantities
  • Obtain permission before clearing the annex
  • Assess the actual carrying route
  • Dismantle only the items agreed

Prepare information about both contents and handling

Describe the belongings concerned

  • Separate the contents by space
  • Identify furniture intended to remain whole
  • Flag dismantling that needs further examination
  • Mention items still awaiting instructions

Examine the basement exit

  • Describe the stairs or ramp
  • Check whether the lift serves the basement
  • Report missing or inadequate fixed lighting
  • State whether water is available

Confirm decisions before removal

  • Obtain the annex’s own clearance permission
  • Identify belongings approved for removal
  • Agree any necessary furniture dismantling
  • Keep unapproved contents outside the scope

The annex is quoted and authorised separately

Around Picpus and Bel-Air, an individual cellar or lock-up can hold a substantial share of the belongings to be removed, which a description of the flat cannot establish. Basement storage in Bercy and Reuilly requires the same distinction: its contents are assessed as a separate group, including their dimensions and handling needs. Where no lift goes down, carrying uses the stairs or ramp, and the available width may prevent a piece of furniture from passing intact. Agreed dismantling or suitable containment may therefore be needed before removal. Missing fixed lighting or a water point must also be reported so that the resources required for the proposed work can be examined. These conditions cannot be derived from the number of rooms upstairs. They form a separate description of the annex and its clearance operations within the quote.

That practical assessment is not permission to empty the space. A cellar or lock-up is a separate lot with its own access and sometimes a different user from the resident upstairs. The person authorising removal from the flat cannot simply be assumed to hold the corresponding authority over basement belongings. We clarify the relevant agreement and instructions before including the annex. Until then, it remains outside the scope and its contents are not added to the accepted removals. We never force a cellar door to complete an assessment. If permission is obtained later, the proposed operations, any dismantling and the carrying arrangements are recorded separately before execution. Clearance of the flat can therefore remain clearly defined without a reference to basement storage becoming implicit approval to empty it.

Organise the agreed sorting, dismantling and removal

Identify the spaces

The flat and every reported annex are distinguished so that known contents are described without adding quantities from unexamined areas.

Check the authority

The authorised person confirms removal decisions for each space; belongings with unresolved ownership remain pending clear instructions.

Assess the carrying

Stairs, ramps and actual lift access are examined against the items concerned and the handling arrangements needed to move them.

Agree the dismantling

Relevant furniture and proposed actions are specified before approval, without extending the clearance to alterations of the building fabric.

Remove the accepted items

Outgoing belongings follow the agreed instructions and disposal arrangements, with containment suited to their contents and handling.

Review the completed scope

Removed items and belongings left in place are identified with the authorised person, without presenting the exposed surfaces as cleaned.

What distinguishes one clearance quantity from another

  • Accepted contents within each space
  • Dimensions of items requiring removal
  • Necessary dismantling with explicit permission
  • Fragility of containers being handled
  • Carrying by stairs or ramp
  • Actual lift access to the basement
  • Lighting and water resources available
  • Appropriate disposal routes for identified waste

Similar quantities can require different handling where one must be carried upstairs and another can use a lift. The quote therefore separates the accepted contents, agreed dismantling and removal arrangements. An annex is included only after its permission and contents have been clarified. Undesignated belongings, unopened spaces and intensive surface cleaning remain outside this clearance scope; discovering them does not automatically extend the accepted operations.

Questions about basement quantities, permission and carrying

Does permission to clear the flat also cover its cellar?

No. The cellar needs its own agreement covering the space and the relevant belongings. Until the authorised person and instructions are established, it remains outside the scope even if clearance of the flat has already been approved.

Can the lock-up clearance be assessed from the amount stored upstairs?

No. Its contents need a separate description. Quantity, item dimensions and carrying conditions may differ from those in the flat; information about the home alone does not define the operations required below ground.

Do you automatically dismantle furniture that will not pass intact?

No. Dismantling is examined against the furniture and access, then requires agreement. It does not include changes to the building or imply reassembly; if dismantling is refused, the removal arrangements must be reconsidered.

What should I mention if the basement has no fixed lighting?

Report the absence before the annex is assessed, together with the known access conditions. Any necessary lighting must be planned for the work; having a key does not establish that all handling can be carried out under the existing conditions.

Can all contents discovered during clearance follow ordinary waste disposal?

No. Healthcare waste and chemical products require a dedicated disposal route. Their presence must be reported so that appropriate handling can be defined; they are not included indiscriminately with the other planned removals.

Are papers encountered during sorting kept aside?

Papers encountered are set aside according to the authorised person’s instructions, without guaranteeing that every document will be found. A particular search request must be explained beforehand and distinguished from removal alone.

Is a cleared home considered cleaned and ready for occupation?

No. Clearance removes the designated belongings and exposes some surfaces without including their intensive cleaning. It does not guarantee habitability or the disappearance of an odour; old marks and existing damage may remain visible.
